You need to have that 16 y/o tested for cushings. Fall laminitis is often the first, repeat first, sign of laminitis, so yes, your horse IS showing signs of PPID.
Fall grass issues are related to the cold that may cause an increase in sugar to help prevent damage from the freezing, or near freezing temps.
