How old is she? What form is your pergolide in (powder, capsule, liquid, Prascend)? Many times subclinical laminitis from uncontrolled PPID can masquerade as arthritis. Trim issues can also make a horse look like it is arthritic when in reality the hoof imbalances are causing body-wide compensatory soreness. Posting pics of her feet in the Photos section of ECHistory8 would help us to help you assess whether this is a factor or not. If this is indeed arthritis plain Devil's Claw can help. PhytoQuench from Uckele is also an option although some horses balk at the smell. Mov-Ease from http://www.mybesthorse.com is another safe option. Chondroitin + HA may also work. NSAIDs like bute and firocoxib, which require a script from your vet, are bigger guns that may be something to consider but you need to balance the risks of long-term use with the benefits.
