Questions regarding the starch and sugar:  Is below 10% the goal for grain and hay each?

 I see TC Lite Pelleted and TC 30% Supplement are each below 10%.  Are those grain products approved by this group?

Our local county extension office does not have any records of average values for sugar and starch for local Coastal Bermuda hay.

I read somewhere that NSC for Standlee alfalfa/timothy pellets is 9%-10%.  Is that acceptable?
