The sugar (ESC) is fine but that starch is pretty high and starch converts 100% to glucose while ESC only converts 50% to glucose. Starch also isn't lowered by soaking. If feeding this hay it would definitely need soaking for Jasper so at least the sugar is lowered.
Hard to say, but I think you are correct that it is a combination of the two factors that is making him more uncomfortable.
