I don't think this is Strangles related because the minimum time for symptoms to show after exposure is around 3 days and he had trouble before then **but** can't completely rule out that it isn't flared up because of fighting off Strangles.  He could also have a bronchitis from some other bacteria on top of the heaves. Keep taking his temperature and if not improving still by next week ask for a CBC.

If you can locate an "old timer" equine or cattle vet you could ask about the sodium iodide injection I mentioned before, and oil of camphor injection. Oldies but goodies!  Could also try 3 to 4 oz 2 to 3 times daily of:
