Hay Balancing Needed

Hi Everyone, I'm not sure how this works so please bare with me here(do I need to post this on the horsekeeping site instead?). I found the hay balancing file with the list of people who balance....Is there a specific person for each region? Or each type of hay? Or does it go by who is available to help? Do I email down the list or ??
