Neurogan has shipped to me in CA. They've also shipped to someone else I know of in Northern CA.
The whole CA thing is ridiculous. Uckele shipped their hemp product to me twice, then put a notice up that they couldn't ship to CA due to Prop 65......which is the excuse for everything.
