Hi Laura, The answer is "it depends on the horse". Some horses can't even tolerate hay that's close to 10% and will start showing discomfort within hours of eating it. If your hay is over 10% ESC+starch I would be soaking that hay. Even if your hay is under 10% if your horse is showing any signs of discomfort soaking is the first thing to try to see if that helps.
