Hi Kirsten and Sherry,
Thanks for your comments. Kirsten, what you're describing sounds like my horses, and this answers my question. I had been feeding them less than 1.5% of current weight (on a vet/nutritionist's recommendation). I'm now feeding at 1.5%.
