What a handsome horse! His hooves have come a long way under your care and it's clear they are meticulously cared for. I did notice in the xrays though that his LF HPA is quite broken back, whereas the RF is fairly nicely aligned, and perhaps this could be contributing to his gait abnormality. The broken back angle can be quite painful so for exercise, I'd try to elevate that heel with a wedge to reduce stress on the soft tissues in the hoof and lower limb.
