I used (don't laugh) feminine pads when the boots caused heel rubs. Put them on the area that is rubbing (after medicating anything) and vet wrap them on. You might need a bit of duct tape to keep

A quick note, she's only out on pasture for 3-5 hours daily.. the rest
is dry lotted. We just turn the horses out for a bit each afternoon
for "mental stimulation" more than anything. She's not out

Blue, whose feet keep him from moving much though he is free stalled, still has good muscle. I have to credit it to the ALC since it sure isn't exercise.
