I suppose anything is possible.
But the paragraph you didn't quote also mentions even very high levels of fructans not causing insulin spikes. It presents in a similar fashion to laminitis caused by

Re: Oh no, extremely high wsc! Would you feed this?
Hi Maria,
Your ESC+Starch went from 8.4% last time to 11.7% this time.
We use As Sampled or As Fed results.
I see this as significant.
Is there any sign of gut upset?
Sorry,I'm in and out today

Re: Oh no, extremely high wsc! Would you feed this?
Ok so if I understand the following correctly there IS actually a chance that such a high level of WSC in hay could cause laminitis?
"It tells us 1 g/kg, or 500 g (17.6 ounces) for a 500 kg horse

Re: Diesel's very scary #'s--trying not to panic NOW: panicking
Alison,
I will throw a few ideas out here--wish I could do more!
1) Is it possible that your hay could be high enough in s/s that soaking it is reducing the sugars, but not enough? I have some bales

Re: Oh no, extremely high wsc!
Great,Maria.
You can also make use of the Archives to review some of the many fructan discussions we've had here.
Here is one message from Dr. Kellon that might help.

Re: Oh no, extremely high wsc!
Hi Lorna,
I know you don't and normally I would agree with that. But there is nothing normal about this hay! I've never ever seen a fructan level this high, this is a level you would expect from grass

2 weeks since we got the scary #'s and I've been doing everything I can to try to arrest the insulin beast, all apparently to no avail... Diesel has had steadily increasing pulses each of the last 3
