This is impossible to answer long distance. I see no particular reason to suspect laminitis but there are MANY other causes of bilateral stiffness than laminitis. You need a lameness exam.

Good job! There's no need to test for thyroid unless you have a specific reason. Since they're doing well, I would wait until February or March of next year to test ACTH and insulin.

The small square hay I have started to soak. The drylot is her only area. So covered the whole edge with dirt and it already seems to be helping. She goes out of her way to eat 2 blades of grass

Get a small coffee grinder and use that to make it a fine powder. Start small and work up. Sprinkle meal with oil rather than water to hold the powder. It tones down the taste.

I know hay soaking is time consuming but I live in northern New England, soak once a day and never have any issues. I never pack the bags tightly so they aren’t as likely to mold. No one
