There is no way to answer this without more details. Insulin is stable at room temperature in plasma tubes with EDTA but not in serum gel tubes where it is reduced by around 25 to 30% at 24 hours but

If you have a confirmed diagnosis, as a care-giver, I would at a minimum be questioning super-low results. Without glucose you don't have a clearer picture to help inform you.
