Your post caught my attention because stallions are rarely IR. Maybe his Andalusian genes got the upper hand here. Your case history mentions that Atticus has winter laminitis every year.

I completely agree with you. He lost weight over the summer but he has asthma too. This hasn't been the first time in the NJ heat waves where Clover would lose weight but the vets thought

Should also mention that because it is primarily one-sided it's likely to be something like a bee sting or insect bite.

Banamine is fine short term in a situation like this. It has no interaction with PPID, although the Dormosedan could but you probably don't really need that just to do cold hosing.

Lowering the pergolide dose at the start of the seasonal rise is worrying. What was the rationale for that? He's definitely positive for PPID and dropping him to 0.5 mg was not a good
