Insulin is a moving target. It responds to the glucose (and protein) load presented to it. Fasting insulin with no glucose or amino acids being absorbed should be less than 8

No, starving will only cause a bigger insulin spike with meals because then every meal occurs after a fast, which is worse. Some vets recommend down to 1% of body weight but if they don't need to

I would do .5mg per day for 3-4 days and then go up if she tolerates that well. If you have APF start that now.

Make sure you are getting salt into her too.
She was obviously dehydrated and stressed on that blood work. Very dangerous to use bute in a dehydrated animal so stick with the Devil's Claw. If you can
