Another option to try might be Atlantic Equine Services in Dover, NH. They cover ME, which means they’re licensed to prescribe there. Jacqueline Bartol, DVM is (was?) head of internal medicine

Can't help you with the APF as we don't have that product here, but some general advice would be to make sure the pony has frequent breaks, preferably out of the trailer with his head down

Just as an update, I ended up making homemade hoof boots with duct tape and period pads (no diapers on hand lol), it actually worked out pretty well!
